The City of Brea has prepared a Draft Program Environmental Impact Report (PEIR) for the Brea 2050: Focused General Plan Update and Brea Core Specific Plan Project. The PEIR was available for public review from Thursday February 12, 2026 through Monday, March 30, 2026. Responsible and trustee agencies, organizations, and interested members of the public were invited to comment on the information presented in this Draft PEIR during the public review period.

Final Program Environmental Impact Report (May 2026)
The Final PEIR was prepared pursuant to Section 15132 of the CEQA Guidelines, which contains response to agency and public comments made on the DEIR and a summary of revisions to the DEIR resulting from comments. Because not all impacts can be reduced below a level of significance, the City is required to adopt a statement of overriding considerations, a process that considers whether the Project benefits outweigh the significant impacts. Along with the Final PEIR, a MMRP has been prepared, which memorializes the proposed mitigation measures. In addition, a Draft Findings of Fact (FOF) providing conclusions and findings required by the CEQA Guidelines, along with a Statement of Overriding Considerations (SOC) for the significant and unavoidable impacts on Air Quality, Greenhouse Gas Emission, and Noise cannot be mitigated to a less than significant level. CEQA allows a decision-making agency to balance, as applicable, the benefits of a project against its unavoidable environmental risks when determining whether to approve the project. If the benefits of the project outweigh the unavoidable adverse effects, those effects may be considered “acceptable” per Section 15093 of the CEQA Guidelines. As such, a SOC has been prepared for the Project, which describes the benefits of the proposed Project that outweigh the Project’s unavoidable adverse effects and provides specific reasons for considering the Project “acceptable.” The other environmental documents for the Project, including the NOP, NOA, Draft PEIR, and Final PEIR can also be accessed on the following link: https://www.cityofbrea.gov/166/Projects-in-Process.
